Yes, with the qualification that generics are type-bound when using them in a way that C++ does not require, which makes Rust's generics less flexible... in practical cases, since people are usually trying to just use C++'s templates to achieve what they could in Rust's generics, this just means that Rust has better error messages and the papercuts are on the writing end rather than the debugging end. But there's a few... less usual differences.
