Triage Report 23.07.2020
https://github.com/rust-lang/rust/pull/74088 - This PR looks ready to merge?
Hmm, "This is a triage team bump." is quite unclear for me. If you want to ping author/reviewer, it should include a brief message e.g. "needs to resolve conflict", "could you address reviews?", "could you review this?". If you aren't sure, it's okay "what's the current status?"

@Elinvynia if a pr fails in a rollup (and it wasn't spurious) then it should be waiting on author (To fix the pr) and not waiting on review (regarding #74002)
