I personally would have no problem with creating a stream at this point, but I just want to make sure there isn't some more structured protocol one is supposed to go through first.

It would be helpful if they would document what the process is. We essentially just write that here, ping a couple of Zulip admins, which often say the same thing you do, and... then nothing happens.

I don't know if one can pin stuff in Zulip, but maybe just saying that one should open an issue somewhere about this would be helpful.

but note that this is the documentation for T-compiler. Someone pointed out to me when I was asking the protocol for creating new streams that while the compiler team is working out its own protocols, it isn't necessary what the rest of the teams on the Rust project will adopt.
