This issues seems to be related to #69121 (reported on June). Is there something actionable for a discussion? Should someone from the @*WG-mir-opt* have a look at this?
As there seems nothing to be on fire (albeit a regression...) could a P-medium be a good candidate for this issue?

Can't exactly say why, by my limited knowledge I can only say that the compiler bumped in some code it could not generated. Yes, maybe a bisection like you added could help.
