as Joshua Nelson comments, IIUC that regression is fixed in newer rustc_version, so I'd remove the I-prioritize. I am unsure about closing the issue myself, I'd leave it someone from libs team or with more context about it

This isn't fixable on rustc's end without reverting the llvm update (which is way overkill and not tenable long term). I'm fine with reaching out to the author of the broken crate, but otherwise there's not much we can do.

Note this has nothing to do with libs, it was caused by the llvm upgrade
