I have an idea re. speeding up beta nominations...: we can cc t-compiler and do straw polls on the merged PR itself
this isn't a bad idea, though I do wonder whether its effectiveness will depend on how far ahead of time pre-triage happens.
will it act as impetus to do pre-triage 48 hours ahead of time, say?
(not that that would be a bad thing. Just different.)

so it might give many days notice

I guess the main issue is that sometimes, in the synchronous meetings, someone raises a point that causes the group to sway their opinion
sure; I think that's important for more subtle nominations, but often it's just a delay_span_bug thing
(this is largely a reason why I still see a benefit in continuing to process the beta-noms synchronously...)
my thinking is that the "I am opposed" would be the more important signals during the async polling proccess
I sorta get the feeling right now that the beta-nomination process consists of a lot of dead time, where no one says anything, and you wait for folks to +1/-1
well; that time also involves reading the diff of a PR and whatnot, but people could prepare for that async
