I'd say topic per, well, topic -- not per team/wg or whatever. That'll be harder to track. :)

@Tony Arcieri Sorry if this is obvious, but is the goal of this project to produce deterministic builds from rustc? E.g. If I compiled a crate to WASM with synchronicity would it be reproducible?
