Topic: How do we decide on an issue?

At the moment there are some issues in which very positive feedback has been given to realize these. How do we decide if we are going to set something? Two examples are Rename Alloc to AllocHandle and Remove Alloc::{alloc,dealloc}_array APIs. How do we proceed here? Should we do a FCP? If so, who should be linked for checkboxes?

One problem we have is that some of the issues are kind of tied together. Like Dealloc and AllocFrom.
