So @Josh Triplett and I were discussing the ideas of how to manage lang-team RFCs after the lang team meeting today. I think we nailed down the last few things I was debating about, and I took some time to write it up. You can find the RFC draft here (it still has some unfinished areas):
This is basically an attempt to overhaul the "Pre-RFC" period. I'd love to get thoughts.

It is hugely beneficial to use the main org -- team repo sync is pretty great.
