Topic: handling unresolved where clauses

@nikomatsakis in rust-analyzer#1262, the question how to handle where clauses where the trait can't be resolved came up. I think we need to ignore impls with such where clauses somehow, but filtering them out at the beginning isn't isn't so easy. I've built a hack with a hardcoded 'error trait' that has no impls, but maybe adding an Error / False clause in Chalk would be cleaner?
