I would say it depends. I generally feel fine about merging small things that are 'local' to the working group

@blitzerr perhaps so -- my vision for NOTES.md was that it would serve as the place to write-up "summary information". In fact, precisely the information that gets presented to compiler team and general public in sync-up meetings like the one we were talking about on Thursday. Thus it would be relatively concise. But I think we're still experimenting here.

I was thinking of putting the solution to the test errors some place else rather than in the roadmap paper doc. But was not sure where. Maybe a different paper doc or in .md file inside the wg folder ?

the main advantage to using paper I see is:

(a) easily edited during later sync meetings
(b) easy to "assign" people to things without creating GH issues
