I was wondering if there is an existing repository that contains "design notes" or anything like that. I guess the closest are maybe some of the things on https://github.com/rustasync/team/issues ?

"design notes" on what sort of things? I think the answer is probably "no"-- the closest is the futures-rfcs repo, but that hasn't been used for a while. Most of the more recent design discussions have been in repo-specific places (e.g. on the issue tracker of futures-rs, rust-lang/rust, the various rustasync repos, etc.)

I'd like to have a go-to place where we document our progress and design decisions we make along the way. This
IntoFuture discussion is a perfect example of something that could live there. (This is just something I'm trying to institute as more general practice.)
Had this repo that I am imagining existed (and maybe it did, in the form of futures-rfcs), it would also have housed the async syntax write-ups, for example
