So there are a few pending "Major Change Proposals". These have been stalled since we don't really have a process yet. But @Santiago Pastorino and I hvae a draft process that we should post as an RFC. Maybe we should use those for these MCPs...
The proposal that @Santiago Pastorino and I sketched is that, to be accepted, an MCP needs one "reviewer" to agree to review the major change, and then it needs to be "advertised" at a meeting and given a small FCP.
(We had also proposed a dedicated stream for discussing proposed major changes)
I could certainly serve as "reviewer" for mw's change; I'm less sure how well that applies to the MIR libraryification case, though I imagine it does reasonably well.
