I believe that's VS code behavior. If you select some text and copy that, it pastes just that text where the cursor is. However, if you copy on a line with nothing selected, then the entire line is pasted as a line. I.e. it starts to operate on lines and not arrays of characters.

Couldn't find anything in settings either with a simple search on copy nor paste.
