one detail I overlooked yesterday was that they are using the monthly dev-tools meeting as a "fixed point" (which I take to mean "synchronization point")

I meant ["P-high", "regression-from-stable-to-X"] (high priority regressions) not just P-high, neither P-medium or P-low regressions
