Issues like https://github.com/rust-lang/rust/issues/58850 don't track something actionable or resolvable. Should we use the pinning feature of github or at least have a special tag just for these kind of "no discussion issues"?

I'd prefer to keep pinned issues for "hey, today's nightly is horribly broken, don't open the 42nd issue about it"

I think a label is a good idea -- we've been sort of (ab)using metabug for that
