Can I have zulip edit powers for const-eval and wg-diagnostics? Or is it preferred that I request changes on a case by case basis? Right now, I'd like to edit the topic of https://rust-lang.zulipchat.com/#narrow/stream/147480-t-compiler.2Fwg-diagnostics/topic/.2355752.20coherence.20diagnostic/near/160405420 to be using annotate-snippets-rs

If you’ve sent a message in that topic, and then press the little chevron, select “edit message” or “view source/edit topic”(depending how old your message is) and then change the topic to what you want, the little drop-down should give you the option to move all messages in the topic.

Regarding permissions, there’s no way to give fine-grained permissions but I suspect that @nikomatsakis would probably be fine with you having permissions but I’d rather let them make that call rather than start giving people permissions myself.

(you shouldn’t need permissions to edit topics normally, I think it’s only the quick “edit all of this topic” button that you only see as an admin)
