You can unmute a stream and mute individual topics, although, if there are lots of topics being created that isn't a great solution.

it doesn't have to be a working group. If that's a requirement for our own stream, I'll do the steps to create a working group. I just want a nice place to discuss const stuff in public and still be able to have topics below that. While we could do const-foo and const-bar in #t-compiler that doesn't quite feel right
